Studies were carried out under the direction of the Sura City Policies and Research Center, which included Kocaeli Governorship, Kocaeli Metropolitan Municipality, Chamber of Commerce, Chamber of Industry, Kocaeli University, Gebze Technical University, East Marmara Development Agency, and City Council.
